GNAT TO GOVERNMENT: Fix Our Problems by April 30 or Face the Consequences


The Ghana National Association of Teachers (GNAT) is calling for the immediate implementation of a scheme of service for Ghana Education Service (GES) staff, following a directive from the National Labour Commission (NLC) in March 2024. This directive was a result of disputes between the GES and teacher unions, including GNAT, over issues such as the appointment of Dr. Eric Nkansah, a banker, as the Director-General of the GES.


The NLC directed the GES to develop a scheme of service with timelines, which would provide clear guidelines for teachers' roles and responsibilities. As stated by GNAT, "We see this as a blatant disregard for the NLC which must not be allowed to continue."

The GES submitted a draft scheme of service to the teacher unions in April 2024, and after receiving feedback, worked with a consultant to complete the scheme. However, GNAT is expressing frustration that despite the progress made, the scheme of service has not been signed or implemented.

 The union is demanding that the Ministry of Education, Ministry of Labour, Jobs and Employment, Fair Wages and Salaries Commission, and the GES take immediate action to implement the scheme by April 30, 2025.

As emphasized by GNAT, "We are, therefore, surprised, shocked and angry with the turn of events that yet again as we write this letter the same issue with appointments which led us to the NLC and subsequent directives by the NLC to correct it by developing and implementing a scheme of service for GES staff, have resurfaced."

Additionally, GNAT is raising concerns about the reintroduction of the Human Resource Management Information System (HRMIS) by the Public Services Commission (PSC), which has resulted in challenges such as salary reactivation delays and denial of upgrading for teachers who have completed further studies.
